China: 我国AI 专利同比增长近38% 技术研发融合打造创新高地

2017 年,我国在人工智能领域取得重要进展。中国互联网络信息中心(CNNIC)近日发布的第41 次《中国互联网络发 展状况统计报告》(以下简称《报告》)显示,2017 年,我国人工智能领域在技术研发和产业应用层面均取得突出成果:截至 2017 年6 月,中国拥有人工智能企业592 家,占全球总数的23.3%。《报告》还显示,2016 年中国人工智能相关专利年申请数为 30115 项,同比增长37.73%,创下新高。

作为引领未来的战略性技术,围绕人工智能发展的全球竞争日益白热化。我国以人工智能为核心的新一轮科技和产业革 命蓄势待发,人工智能、虚拟现实等新技术日新月异,虚拟经济与实体经济相结合,给人们的生产方式和生活方式带来了革命性 的变化。

人工智能首次进入CNNIC 报告

作为国内互联网发展研究的专业机构,CNNIC 首次披露了当前AI 发展数据,这正说明了人工智能的发展如火如荼, 成为提振经济的一大利器。

而中国俨然已成为该领域重要竞争者,并紧追美国这个领头羊。《报告》数据显示,截至2017 年6 月,全球人工智能 企业总数达到2542 家,其中美国拥有1078 家,占据42.4%;中国其次,拥有592 家,占据23.3%。中美两国相差缩短至486 家。

《报告》分析称,《中国制造2025》《"互联网+"行动指导意见》《"十三五"国家科技创新规划》等国家战略表明了我 国对人工智能的重视和发展的决心。

与此同时,《新一代人工智能发展规划》《促进新一代人工智能产业发展三年行动计划(2018-2020 年)》等人工智能 支持政策在2017 年密集发布。中国庞大的用户市场规模,以及大量从事数字活动的互联网领军企业,将提供大量原始数据助推 人工智能的兴起。

同时各地方政府纷纷出台地方性的规划和方案,大力扶持人工智能产业发展。《报告》显示,目前国内的人工智能企业 主要分布在北京,上海,深圳,杭州,广州,香港,成都,南京,厦门,苏州。

发展人工智能产业大势所趋

人工智能研究和应用遍地开花。艾媒咨询数据显示,中国人工智能产业规模2016 年已突破100 亿元,增长率达到43.3%, 预计2017 年增长率将提高至51.2%,产业规模达到152.10 亿元,并于2019 年增长至344.30 亿元。据咨询公司埃森哲2017 年6 月发布的《人工智能:助力中国经济增长》报告显示,制造业、农林渔业、批发和零售业将成为从人工智能应用中获益最多的3 个行业。到2035 年,人工智能将推动这三大行业的年增长率分别提升2%、1.8%和1.7%。

如今人工智能已经全面走入人类的生活,广泛渗透到生产和生活的各个领域。比如,在金融领域,生物识别技术的应用 使得刷脸支付已成为现实,以较低成本提供个性化专属财富管理方案的智能投顾也已在不断发展中;在物流领域,智能分单、智 能配送机器人、无人仓、无人机等产品和服务,已在不断帮助快递业提升物流速度和服务水平;在零售领域,除了无人超市等吸 引眼球的探索性应用外,人工智能还被用来对超市的生鲜商品进货量进行预测;在交通领域,除了地图、导航等应用外,备受关 注的无人驾驶也有了新的进展;在医疗领域,利用AI 和大数据的能力,可以让机器筛查和分析医学影像,来辅助医生诊断......

全方位布局打造AI 强国

目前人工智能还处于"黑箱"决策阶段,而且主要方法论仍是基于大数据、大计算模式,想让机器像人类那样思考,就必 须"喂"给它天量数据,由此导致目前人工智能落地还存在行业局限。

人工智能技术研发支持、人才培养、产业应用体系搭建、新业态培育等都是应有之义。但政策、法律、伦理方面的全球 影响同样重要。当前,美国、英国、欧盟等很多国家和地区都在抢占先机,包括出台自动驾驶、机器人等细分领域的法规政策, 旨在破除既有制度性障碍,为技术和产业发展创设新的规则。将来,人工智能等新技术可能带来诸如数据保护、责任承担、算法 规制等人工智能法律,且有望重塑诸多国际规则。

除此之外,从研发角度看,目前我国在人工智能领域的人才储备也不足。人工智能总归是未来的发展方向。人工智能只 有向人类学习,才能给人类带来新的财富。反过来看,人只有适应机器,机器才能适应人的发展。(来源:通信信息报)
