China: Twelve Insurance Companies Get The Qualification Of Tax Preferential Health Insurance

3月8日,保监会批准了第二批共9家险企税优型健康险的经营资格。至此,共有12家险企获得了该产品经营资格,其中第一批获批的人保健康、阳光人寿和泰康人寿的相关产品已获得批量签约。面对税优型健康险的诸多优点,不少消费者表示很心动,但保险公司出于风控原因,目前尚不愿意对单个消费者开放。

同时,税优型健康险政策的实施具有撬动新市场和替代旧市场的双重效应,因此,其对市场的整体影响还需要运行一段时间才能逐渐清晰。多项特点是福利从第一批获得经营资格的险企来看,从3月4日各自签下税优型健康险第一单开始,短短几天3家险企就已经获得了批量签约,税优型健康险在市场上颇受欢迎。

保险公司开拓这一业务的积极性也很高,有的成立了专门的部门来负责税优型健康险业务,也有险企专门针对税优型健康险开通了微信公众号。

从税优型健康险的保障责任来看,税优型健康险可保障住院和特定门诊,且包含高血压、糖尿病和冠心病这3种最常见的慢性病;理赔没有起付线,报销比例高。同时,该险种可以带病投保,而且保险公司必须保证续保,这些特点使得这一保险成为了纳税人的福利。

"现在很多上班族的身体都处于亚健康状态,难免担心今后会生病,购买税优型健康险不仅可以省税费,而且还保证即使今后生病了仍然可以继续享受保障,这是一件非常好的事情。"在一家出版社工作的文小姐表示。对于购买税优型健康险的方式,大多数人表示如果单位能提供这项福利,自己将给单位点赞加分,即使是单位组织、个人掏钱购买,他们主动投保的积极性也很高。

"大家都希望税收优惠可以发挥杠杆作用,以此撬动商业健康险市场,这也是其备受社会关注的原因,但也不能把这一撬动效果想得过于强大。" 北京工商大学保险学系主任王绪瑾表示。 一位险企负责人表示,税优型健康险政策实施的市场撬动作用主要表现在两方面,一方面,税收优惠可以激发人们的保险意识以及购买保险的动力,但就目前的税优力度来看,撬动作用不会很大,因为每月200元的税前扣除额度,个人购买保险最终节省的费用并不多。另一方面,通过承保税优型健康险,险企不仅可以和很多单位建立业务联系,同时还可以获得投保人的详细信息,对险企建设数据库,以及对客户进行二次开发等工作都很有利。 但在撬动市场的同时,税优型健康险的推出也可能产生一定的市场替代效应。"由于税优型健康险和部分商业健康险的保障有重复,在节约税费的吸引之下,部分以前购买商业健康险的消费者可能转投税优型产品,从而产生替代作用。"上述负责人分析认为,税优型健康险政策的实施具有撬动新市场和替代旧市场的双重效应,因此,整体市场效果还需要运行一段时间才能逐渐清晰。值得一提的是,有业内人士认为,税优型健康险的实施会对险企的商业健康险市场竞争格局产生影响,拥有税优型健康险经营资格的险企将更具优势。"例如,某单位以前给员工集体购买了商业健康险,税优型健康险推出来之后,这些单位可能考虑转保,如果其以前投保的险企没有税优型健康险经营资格,则可能转而去有资格的险企投保。"一位业内人士指出,这些单位往往是比较优质的企业,也成为险企纷纷想要争取的目标客户,因此,获得税优型健康险经营资格的保险公司都在发力,希望做大先发优势。
