China: The Third Chinese-Funded Reinsurance Obtained Approval And The Process Of The Reinsurance Center's Construction Is Expected To Speed Up (In Chinese)

在刚刚过去的2015年,各路资本纷纷盯上再保险市场。随着第三家中资再保险牌照的颁发,在境内中资再保险独立法人扩围的同时,再保险中心也有望迎来实质性进展。上海自贸区、深圳前海和天津自贸区等区域性再保险中心建设步伐有望加快。

再保开闸

3月1日,保监会发布公告称,同意中国人民保险集团股份有限公司、中国人民财产保险股份有限公司等2家公司共同发起筹建人保再保险股份有限公司(下称"人保再保险公司")。

公告显示,人保再保险公司注册资本为人民币10亿元,注册地北京市,拟任董事长盛和泰,拟任总经理张青。

人保再保险公司的获批,将成为境内第三家拥有再保险独立法人牌照的中资公司。此前,境内仅有中国再保险股份有限公司(以下简称"中再集团")和上月刚刚获批的太平再保险(中国)有限公司(以下简称"太平再(中国)")两家中资再保险独立法人。

此外,伴随着境内再保市场的发展,上海自贸区、深圳前海和天津自贸园区等区域性再保险中心建设步伐有望加快。

境内再保主体或进入快增长阶段速

据21世纪经济报道记者不完全统计,国内专业再保险市场主体约10家,而拥有中资再保险独立法人牌照的则仅有中再集团和太平再(中国),后者由太平再北京分公司改建而成。其余主体均为外资再保险公司的在华分公司,此外还有超过200家通过离岸方式参与中国再保险市场的境外保险公司。除专业再保险公司外,一些直保公司也从事再保险业务。

不过,在刚刚过去的2015年,各路资本纷纷盯上再保险市场。例如,2015年2月,七匹狼(002029,股吧)、爱仕达(002403,股吧)、腾邦国际(300178,股吧)三家上市公司同时发布公告,拟参与发起设立前海再保险公司,三家公司分别占注册资本的10.5%、14.5%、10%;8月,泛海控股(000046,股吧)发布公告称,拟通过间接全资子公司作为主发起人和新华联(000620,股吧)一起参与设立亚太再保险股份有限公司;10月,中天城投(000540,股吧)宣布公司全资子公司拟参与发起筹建华宇再保险股份有限公司。此外,刚刚获批的人保再保险则是在2015年4月发布的申请公告。

对于这一变化,一位财险公司再保业务负责人向21世纪经济报道记者表示:"国务院发布的"新国十条"中明确提出,加快发展再保险市场,增加再保险市场主体,发展区域性再保险中心。2015年3月12日,保监会又发布了再保险登记制度。这意味着我国再保险市场将迎来以对中资放开为标志的新一轮开放。"

不仅如此,2016年1月1日正式实施的"偿二代"(中国第二代偿付能力监管制度体系)也为中资再保险公司的发展提供了机会。例如,偿二代规定,对于境内再保险分入人的综合偿付能力充足率若达到100%以上,风险系数取值区间为0.5%-4.7%,而对于境外再保险分入人的偿付能力水平即使各级偿付能力充足率全部达到监管要求,也要区分有无担保措施,对于无担保措施的部分风险系数取值为58.8%,有担保措施部分的风险系数取值为8.7%。

不过,一位保险经纪公司人士对21世纪经济报道记者坦言,"再保险不是想做就能做,一些资本看重的仅是再保险获得的现金流,而没有看到其存在的巨大风险。一些不成熟的再保险公司如果遭遇重要灾害的赔偿,很可能会难以为继。"

此前,太平再副董事长、行政总裁刘世宏接受21世纪经济报道记者专访时表示,"资本通过新设、并购方式涌入再保市场,将使再保行业竞争加剧,蚕食传统业务的盈利空间,但成熟的直保公司也会选择成熟的再保险公司进行合作,而且再保业务的合作是长期而非短期,客户和市场相对稳定。在偿二代下,再保险公司也会根据相关标准更加慎重地选择直保公司。"

再保险中心建设有望提速

在境内中资再保险独立法人扩围的同时,再保险中心也有望迎来实质性进展。

平安证券在其最新的研报中表示,上海自贸区、深圳前海和天津自贸园区更有利于培育再保险主体和市场。保监会在2014 年发布了《深化深圳保险创新发展试验区建设支持前海开发开放的意见》,明确提出推动前海建设"再保险中心"。

同时,这份研报称,上海自贸区外汇政策松动,有助于未来将上海自贸区打造成为亚洲的离岸再保险中心。天津自贸园区预计未来也有较为优惠的政策出台。

21世纪经济报道记者获悉,前海自贸区的发展战略中,保险是一个重要的发展方向,目前已经成立的前海保险交易所,正是前海七大金融要素交易中心之一。

基于此,前述财险公司再保业务的负责人认为,七匹狼、爱仕达、腾邦国际三家上市公司同拟参与发起设立前海再保险公司,有望成为下一个获批的境内中资再保险独立法人。一位接近监管的人士告诉21世纪经济报道记者,"在中资再保险独立法人数量逐渐增加,以及一些海外再保险公司将与业务量对应的资本金放置境内,并积极申请内地再保业务牌照的背景下,监管会逐渐引导再保险资本的布局,推动再保险中心的建立。"
