On October 9, the Price Supervision and Inspection and Anti-Monopoly Bureau ("PSIAMB") under NDRC organized and convened the second symposium regarding the drafting of "Antitrust Guidelines for Automobile Industry" ("Automobile Antitrust Guidelines"). Mr. Xu Xinyu, the department chief of the PSIAMB, said that the NDRC will finish the first draft of the Automobile Antitrust Guidelines at the end of October and begin the consultation of the first daft from November. He also predicted that the Automobile Antitrust Guidelines will be submitted to the Anti-Monopoly Committee under the State Council in June of next year. The NDRC will publish amendments of the Automobile Antitrust Guidelines according to the market change. Attendees had a deep discussion concerning the exemption circumstances of vertical price limitation based on Article 15 of the Anti-Monopoly Law ("AML"), including: the introduction period of new vehicle model, the inventory clearance period of old vehicle model and other circumstances of vertical price limitation, etc.
