Minister of Health Jane Philpott appeared during Senate Question Period on March 1, 2017, during which time the Senate asked Ms. Philpott why the government appeared poised to reject the recommendations of Canadian doctors who want to prohibit the sale of cannabis to youth under 21 years of age.

Ms. Philpott noted in response that the highest user group of cannabis are people between the ages of 18 and 24, and that a third of Canadian youth in this age range currently use cannabis. Ms. Philpott indicated that this is "something that has to be taken into consideration in determining what the legislation should look like."
