November 30, 2016- Today the Department of Immigration, Refugees and Citizenship Canada (IRCC) invited only 559 candidates to apply for Permanent Residence in Canada through Express Entry. Only individuals who were members of the Provincial Nominee Class (and are able to claim a 600 point bonus) were selected today with a minimum qualifying score of 786 points. It is our opinion that this draw was not a draw based on human capital. It was merely a draw to allow the government to address issues in the online portal system while selecting a very small group of candidates already chosen by the provinces. We look forward to future draws that will allow more clarity as to the effect of the new scoring system. This draw provided no clarity or direction at all as to the points necessary to be given an Invitation to Apply.
