On November 16, 2010, Bill C-311, the Climate Change Accountability
Act, was defeated in the Senate
by a vote of 43-32 with no debate held. The bill was passed by the House of
Commons on May 5, 2010 and would have required the
federal government to establish regulations to meet a greenhouse
gas (GHG) reduction target of 25% below 1990 levels by 2020 and to
set a long-term GHG reduction target of 80% below 1990 levels by
2050
