On December 14, 2016, Bill 46 and the Newfoundland and Labrador Public Procurement Act became law. The new Act isn't yet in effect, however, and the NL government indicates it will implement it in several phases (though this is only an estimated timeline and is subject to change):
- The parts of the Act creating the new Public Procurement Agency and Chief Procurement Officer will be dealt with sometime in early 2017.
- The government will then prepare the regulations, expected to be completed in the first quarter of 2017.
- Some other parts of the Act will likely come into effect sometime over the next 12 months, although those relating to the new debriefing, complaint and supplier performance processes will likely only be within 18 months.
- The parts relating to the electronic notification system will likely only come into effect after these processes are built.
