The Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act) provides that no person shall "offer to enter into, enter into, or confirm the execution of, any swap in an agricultural commodity (as defined by the [CFTC])" except as permitted by a rule, regulation or order of the CFTC.
