Brazil: Leilão de aeroportos será antessala para concessão de terminais mais cobiçados

Primeira concessão de logística do governo de Jair Bolsonaro, o leilão de aeroportos desta semana também servirá para medir o apetite de investidores por ativos dentro do modelo de lotes, que também deve ser usado nas próximas rodadas e que incluirão os terminais mais cobiçados do país, dizem especialistas.

No leilão de sexta-feira, serão oferecidos 12 aeroportos divididos em três blocos: Nordeste (Recife, Maceió, João Pessoa, Aracaju, Campina Grande e Juazeiro do Norte), Sudeste (Vitória e Macaé) e Centro-Oeste (Cuiabá, Sinop, Rondonópolis e Alta Floresta).

Em conjunto, eles respondem por 9,5 por cento do mercado doméstico. Pelo edital, a outorga mínima conjunta é de 218 milhões de reais. Além disso, nos primeiros cinco anos, os vencedores terão de investir 1,5 bilhão de reais. O investimento previsto para os três blocos é de 3,5 bilhões nos 30 anos da concessão.

"Vai ser um teste para o modelo do filé com osso", disse Marcos Ludwig, sócio da área de infraestrutura da Veirano Advogados, referindo-se ao modelo do leilão que combina ativos cobiçados com outros menos atrativos.

Na segunda-feira, o secretário especial do Programa de Parcerias de Investimentos (PPI), Adalberto Vasconcelos, disse que ao menos 10 grupos mostraram interesse no leilão. Embora esse tipo de declaração do governo seja comum em dias anteriores a leilões, analistas consideram que as chances de não haver interessados é pequena.

"Devem haver vários interessados pelo bloco do Nordeste, poucos pelo do Sudeste e talvez só um pelo do Centro-Oeste", disse o advogado de um escritório que advocacia que atende um dos investidores que se registraram para o leilão e que falou sob condição de anonimato.

O prazo para entrega de propostas terminou na terça-feira.

Para tentar elevar a competitividade no certame, o governo eliminou algumas travas presentes nos últimos leilões. Uma das mudanças foi eliminar a proibição que um investidor concorresse em mais de um terminal. Com isso, um grupo pode arrematar tudo o que vai ser leiloado na sexta.

A outra foi excluir a obrigatoriedade de participação da estatal Infraero como sócia no negócio.

Entre os nomes mais citados como prováveis candidatos estão as operadoras Zurich (Suíça), Fraport (Alemanha) e Vinci (França), que já operam terminais aeroportuários no país.

Em relatório, analistas do Santander consideraram que os aeroportos do Nordeste podem ser de maior interesse de Fraport e Vinci, já que ambas detêm concessões na região, os de Fortaleza e de Salvador, respectivamente.

Correndo por fora, estrangeiros interessados podem incluir as mexicanas Asur, GAP, OMA, apesar do Santander considerar improvável. Outros grupos internacionais no setor são as espanholas Aena e Ferrovial e a Changi, de Cingapura, mas profissionais envolvidos no processo acreditam que não devem participar.

As candidatas nacionais no leilão devem ser a CCR e a Socicam, administradora do Terminal Rodoviário Tietê e presente em 10 aeroportos no país.

As regras do edital não proíbem a participação de companhias aéreas no leilão, desde que participando de um consórcio.

PLANO MAIS AMPLO

O plano de concessões de terminais aeroportuários engloba duas novas rodadas para transferir 36 terminais para o setor privado entre 2020 e 2022. No conjunto, a expectativa é de que a operação movimente desembolsos de outorgas mínimas de 2,6 bilhões de dólares, segundo o Santander.

Para a primeira rodada, no ano que vem, a previsão é de licitar três lotes: O da região Sul do país pode incluir os aeroportos paranaenses de Curitiba, Foz do Iguaçu e Londrina; os de Joinville e de Navegantes, ambos em Santa Catarina; e os de Bagé, Uruguaiana e Pelotas, no Rio Grande do Sul.

O lote do Centro-Oeste/Nordeste pode ter os terminais de Goiânia (GO), Palmas (TO), São Luís (MA), Teresina (PI), Imperatriz (MA), Petrolina (PE). E o do Norte do país tem os aeroportos amazonenses de Manaus, Tabatinga e Tefé, além de Porto Velho (RO), Boa Vista (RR), Rio Branco (AC), Cruzeiro do Sul (AC).

Para 2021-22, outros três lotes devem ser licitados, sendo um com terminais no Norte (Belém, Santarém, Altamira, Marabá e Carajás, todos no Pará, além de Macapá (AP).

Mas os mais cobiçados devem ficar por último. Um lote terá o de Congonhas, na capital paulista, além dos de Campo Grande, Corumbá, e Ponta Porã, todos no Mato Grosso do Sul. O outro, com o Santos Dumont, no Rio de Janeiro, inclui também os terminais mineiros de Pampulha, Uberlândia, Uberaba e Montes Claros.
