Brazil: Governo prevê contratar R$ 100 bi de investimentos em rodovias, diz ministro de Infraestrutura

O governo federal planeja contratar mais de R$ 100 bilhões de investimentos em rodovias nos próximos quatro anos. Também pretende lançar as licitações de duas grandes ferrovias —a Fiol (Ferrovia de Integração Oeste Leste) e a Ferrogrão— ainda em 2019.

Isso sem contar os diversos leilões de portos e aeroportos em estruturação e as reestruturações regulatórias no setor de transportes.

O plano foi apresentado pelo novo ministro de Infraestrutura, Tarcísio Gomes de Freitas, em um evento do banco Credit Suissse, nesta terça-feira (29), em São Paulo.

"Estamos construindo uma carteira nova. Já temos os próximos quatro anos projetados", afirmou o chefe da pasta, deixando claro que a parceria com o setor privado seria a principal alavanca de todos esses projetos.

A gestão já começa com uma herança de projetos do governo anterior, de Michel Temer, elaborados pelo PPI (Programa de Parcerias de Investimentos), órgão do qual o próprio ministro fazia parte.

Só neste início de ano, serão 23 leilões, contabiliza Freitas: serão ofertados 12 aeroportos regionais, 4 terminais portuários, a ferrovia Norte-Sul, além de concessões rodoviárias em fase de estruturação.

As concessões de rodovias federais, que praticamente não avançaram durante o governo Temer principalmente devido a entraves com o TCU (Tribunal de Contas da União), atraem grande expectativa dos investidores de infraestrutura.

Além dos projetos já apresentados pelo PPI no último governo, a atual gestão avalia novos projetos, como trechos das rodovias BR-381 (Minas Gerais), BR-262 (Espírito Santo), BR-163 (Pará), BR-230 (Pará), BR-476 (Santa Catarina) e BR-280 (Santa Catarina).

Ao todo, o governo espera contratar R$ 100 bilhões de investimentos, a serem aplicados no longo prazo, só na área de rodovias.

Em ferrovias, além dos leilões que o governo pretende fazer ainda neste ano –Ferrogrão e Fiol–, há também a previsão de renovar antecipadamente as concessões de ferrovias já existentes, operadas por empresas como Vale, Rumo e MRS.

O projeto de renovação da concessão da Vale, inclusive, já está pronta para seguir ao TCU, mas o governo decidiu segurar o envio devido ao rompimento das barragens da empresa em Brumadinho –para evitar contaminar a discussão sobre as ferrovias, que não tem relação com o desastre, segundo o ministro.

A renovação dessas concessões, que exigirá em troca investimentos adicionais por parte das concessionárias, deverá gerar de R$ 25 bilhões a R$ 30 bilhões de investimentos, diz Freitas.

Ele ainda disse ter a intenção de privatizar a Companhia Docas do Espírito Santo, como uma espécie de piloto para eventuais desestatizações de outras empresas do gênero.

Em relação à declaração do governador paulista João Doria (PSDB), que disse no mesmo evento que defendia a privatização do Porto de Santos, Freitas afirmou que essa possibilidade não estava em estudo.

Outra medida importante que deverá ser adotada pela nova gestão do ministério de Infraestrutura deverá ser a fusão das agências reguladoras de transportes terrestres e a de transportes aquaviários –a ANTT e a Antaq, respectivamente.

"A ideia seria voltar ao projeto original de 1999, que tinha uma agência unica de transportes", diz o ministro, relembrando que as agências foram criadas em 2001.

"A gente já sabe no que deu [a criação da ANTT e da Antaq]. A própria giria já diz, deu ruim. A gente tem uma oportunidade de melhorar isso", afirmou.

Hoje, a ANTT e a Antaq são consideradas por analistas do setor de infraestrutura como tecnicamente deficientes e frequentes alvos de interferência política. As decisões dos órgãos também têm sido alvo de diversos questionamentos pelo TCU.

Freitas afirma que o governo desistiu de enviar a proposta por meio de medida provisória e diz que, no momento, está em diálogo com agentes de mercado, servidores e associações. "Só vamos tomar essa medida quando houver consenso e todas as dúvidas forem dissipadas", diz.

O objetivo do governo é criar uma agência reguladora multimodal. No entanto, a Anac, que regula o setor de aviação, será mantida. Além da ANTT e da Antaq, não há planos de fundir outras agências, segundo o ministro.
