Brazil: Grupos se articulam para leilão portuário

Grupos nacionais e estrangeiros já se articulam para disputar os leilões de dez terminais portuários para combustíveis em Cabedelo (PB) e Vitória (ES), marcado para o dia 22 de março, e Belém e Vila do Conde (PA), em 5 de abril. As sessões serão na B3, em São Paulo.

Os terminais de Vila do Conde e de Vitória são ativos novos e atraem o interesse de Ultracargo, Raízen, Oiltanking, BR Distribuidora, uma empresa argentina e chinesas, apurou o Valor.

Os leilões dos demais (cinco terminais em Belém-Miramar e três em Cabedelo) devem contar ao menos com a presença dos atuais operadores – distribuidoras de combustíveis que dificilmente abririam mão do negócio.

A carteira de portos foi a que mais avançou no Programa de Parcerias de Investimentos (PPI) em número de projetos. Considerando as licitações realizadas, os leilões dos dez terminais (se bem-sucedidos) e as renovações antecipadas, o governo terá concluído ainda no primeiro semestre 27 de um total de 38 projetos – o equivalente a 71% da carteira portuária e R$ 2,97 bilhões em investimentos.

"Foi a custa de muito esforço construído com o ministério, a agência reguladora e a Empresa de Planejamento e Logística", diz Diogo Piloni, escolhido para comandar a Secretaria de Portos e Transportes Aquaviários do Ministério da Infraestrutura e responsável pela área portuária do PPI na gestão de Michel Temer.

O governo passado teve de atualizar os projetos dos leilões enviados ao TCU ainda na gestão da ex-presidente Dilma Rousseff porque o órgão levou dois anos para analisá-los. Quando os liberou, em 2015, estavam desatualizados. Desde então, se estabeleceu uma relação direta com a área técnica do TCU e as discussões fluíram com mais facilidade. Isso permitiu aprovações pelo TCU sem recomendação ou ressalvas.

A prioridade nos leilões de terminais de combustíveis se deveu à necessidade de investimentos na logística de distribuição dessa carga. Como a Petrobras passou a centrar esforços em exploração e produção, distribuidoras e operadoras vislumbram oportunidades de investir nesse nicho.

O ministério também trabalha com ao menos duas prioridades para os portos em 2019. Deslanchar outros dez projetos com estimativa de R$ 2,8 bilhões em novos investimentos e retomar os estudos para desestatizar as administrações portuárias, tema que sempre encontrou resistência política.

Os estudos serão feitos de forma gradual para Companhias Docas – estatais responsáveis pelos portos públicos – e para os portos delegados a Estados. "Como estruturar ou financiar é algo a construir. O princípio do modelo é que tenha atratividade mas resguarde questões típicas do porto público, como a garantia de atendimento a cadeias não tão competitivas", diz Piloni.

A probabilidade é grande de um primeiro piloto com a Companhia Docas do Espírito Santo (Codesa), que administra os portos de Vitória e da Barra do Riacho, e eventualmente mais alguma. Mas a modelagem, a cargo do BNDES, não deverá ser única, pois nem todas administrações devem ser concedidas de "porteira fechada". É possível que em alguns casos se chegue à conclusão de que apenas serviços essenciais saiam das mãos do governo, como a dragagem.

Em relação aos projetos que somam R$ 2,8 bilhões, oito serão leilões para arrendamento de terminais, e dois, autorizações de investimentos em instalações já concedidas. O maior negócio é a licitação do novo terminal para contêineres no porto de Suape (PE), que demandará R$ 1,2 bilhão. Será um empreendimento grande para o padrão dos terminais de contêineres do Nordeste e erguido do zero.

Ainda em Suape será licitada uma instalação para veículos e autorizados investimentos no Decal (combustíveis) e na Agrovia do Nordeste (granéis sólidos). Em Paranaguá (PR) serão leiloados três terminais para granéis sólidos, celulose e veículos. Os dois últimos são relicitações após ajustes nos estudos, pois a licitação, feita em julho, não teve proposta. O décimo projeto é a licitação de um terminal para combustíveis em Santos (SP) já existente, mas inoperante.
