The Brazilian Federal Government, through the Secretariat of Civil Aviation ("SCA") issued a public notice requesting interested private parties to express their interest in preparing technical studies ("Technical Studies") to support the modeling of the concessions for the expansion, operation and maintenance of four international airports in the states of Rio Grande do Sul, Bahia, Santa Catarina and Ceará.  The Minister of Civil Aviation, Eliseu Padilha indicated that the first concessions will be those of the airports located in Ceará and Santa Catarina.

This notice was published on June 10, following the unveiling of the new phase of the federal Program for Investment in Logistics.  Estimated investments for these projects total R$8.5 billion.

Amongst others, the public notice establishes the following:

  • Expression of interest in preparing the Technical Studies must be presented to the SCA by July 10, 2015;
  • Deadline to present the Technical Studies is of 90 days as of the authorization issued by the SCA;
  • Technical Studies must contain market, engineering and environmental reports as well as an economic and financial valuation of the projects;
  • Technical Studies will be prepared at the companies' own expenses and the studies selected by the SCA may be totally or partially used in the final bid upon reimbursement by the final winner bidder of the future concession bid.
