Ms. Bertram highlighted the dilemma facing contractors who received a stop-work order and who employ foreign nationals in the United States. She explained that the issue for government contractors employing foreign nationals who are in the United States on work-based visas is whether to continue paying the foreign national or cease paying them and risk the validity of their work visa.
