Stoneburner goes on to elaborate, "Until a final decision is made as to who is going to be hired and at what salary, no promises should be made."

Statements such as "If it were up to me, you'd have the job but HR has to sign off on it and they're really slow" are problematic, says Stoneburner. "Comments like these make HR seem ineffective and unnecessary, which plants a seed in an applicant's head that HR is not the place to go to resolve disputes."
