According to press reports two Ukrainian banks - PrivatBank and Praveks Bank - have been granted licences to operate anonymous hard currency accounts introduced by a 1995 presidential decree. The only restriction on the account use is that funds from them may not be transferred abroad or to nonresident accounts within Ukraine.
