As Uzbekistan seeks to attract more foreign investment, the government has recently introduced a number of anti-corruption reforms. The draft of the first law "On counteracting corruption", which entered into force in January 2017, sets out the framework for counteracting corruption and establishes an inter-departmental anti-corruption commission headed by the Prosecutor General of Uzbekistan. In February 2017, the President approved the Anti-corruption Program 2017-2018, which will introduce further changes to the legislation, as well as adopt new laws on "civil service", "public-private partnership", "public procurement" and others. We expect to see significant changes in both the legislative framework and in the enforcement practice in the coming years.

Three lawyers from Dentons' Tashkent office have written the Anti-Corruption chapter for Uzbekistan as part of the 2018 edition of the Chambers Global Practice Guides. The authors include:

  • Counsel Shukhrat Yunusov, a dual-qualified lawyer in Uzbekistan and England and Wales, and Head of the the Banking and Finance practice in Tashkent
  • Senior associate Ulugbek Abdullaev, a lawyer who advises in corporate, technology, media and telecommunications, intellectual property, and general commercial matters
  • Associate Diyora Abdurakhmanova, who advises on corporate, contractual and construction issues.

The guide gives an overview of the legal anti-corruption framework, penalties and enforcement, whistle-blowing, and anticipated changes to the law.
