On March 12, the Director of the Federal Bureau of Investigation ("FBI") discussed cyber-based threats posed by "state-sponsored hackers, hackers for hire, organized cyber syndicates, and terrorists" during his 2016 budget presentation before the Senate Appropriations Committee.
