Introduction
These regulations come into force on 1 October 2010 to amend the Building (Scotland) Regulations 2004. Coming into force at the same time are the 2010 editions of the Domestic and Non-Domestic Technical Handbooks which contain updated guidance and are available for download from the Building Standards website (Click here to view). Building warrant applications must be submitted by no later than 30 September 2010 otherwise these new requirements will apply.
Summary of amendments
The principal amendments are split into 5 headings as follows:-
- Fire
School buildings are added to the existing list of buildings that require a sprinkler system.
All buildings require to be designed and constructed in a way that in the event of an outbreak of fire occupants are alerted to such, previously this was restricted to certain types of Buildings. - Environment
Changes are made to clarify building ventilation requirements.
The restriction on the requirement to control surface or interstitial condensation to domestic buildings is removed and the standard applies to all buildings. - Security
A new requirement is added that domestic buildings are to be designed and constructed in a way to deter house breakings and protect the safety and welfare of occupants. - Noise
This section has been completely re-written. It still covers sound and installation to limit transmission of noise. Previously the limitation provided what buildings the standard does not apply to now there is a list of what buildings the standard does apply to (attached dwellings; attached residential buildings; or a roof, walkway or access deck located directly above or on either side of a dwelling or residential building).
There is also a new requirement to limit noise transmission between rooms within homes and buildings with sleeping accommodation (excluding hospitals or a place of lawful detention). - Energy
The amendments are made to further conservation of fuel and power, reduce CO2 emissions and for the achievement of sustainable development. The amendments make reference to the Energy Performance of Buildings (Scotland) Regulations 2008. The technical guidance provides for a 30% improvement in CO2 emissions for new buildings.
Future Amendments
This is the first phased amendment of building regulations to continue the longer term target for reducing CO2 emissions. Future amendments are planned in October 2013 and 2016/17.
