As well as the administration of the first COVID-19 vaccinations, yesterday we saw the government's launch of The Construction Playbook - the full version of which can be found here.

The playbook has been co-developed and endorsed by the Construction Leadership Council and the wider construction industry and its focus is 'delivering better, faster and greener solutions that support our recovery from the COVID-19 pandemic and build the economy of the future while improving building and workplace safety.' The playbook includes the following 12 chapters:

1. Pipelines, Portfolios and Longer Term Contracting - including the identification of where portfolios can be created to drive investment in new technologies and sustainable solutions;

2. Modern Methods of Construction - with a focus on aggregating and standardising demand to increase the use of Modern Methods of Construction in public works projects;

3. Early Engagement and Clear Specifications - with a view to developing clear outcome-based specifications to achieve timely and cost-effective delivery;

4. People and Governance - encouraging early engagement with governance forums and central assurance processes;

5. Delivery Model Assessments - nurturing client and industry relationships and determining the optimal split of roles;

6. Effective Contracting - with a focus on creating long-term value for contracting authorities and the supply chain;

7. Going Out to Tender - prioritising effective management of risks and collaborative problem solving throughout projects;

8. Due Diligence During Selection - with assuring the resilience and competence of suppliers at its heart;

9. Evaluating Bids and Contract Award - with a warning that encouraging the market to compete solely on price has the potential to create false economies and unhealthy markets;

10. Resolution Planning and Ongoing Financial Monitoring - safeguarding against the project continuity risks posed by key supplier insolvency;

11. Successful Relationships - including effective contract management; and

12. Transition to Operation - encouraging a 'government soft landings approach' to reflect a smooth transition from construction into handover and close out.

The playbook aims to reform the construction industry, setting out how the government and the industry can better cooperate to deliver public sector works, with a particular emphasis on green initiatives, safety and economic recovery following the pandemic.
