The High Planning Council announced its approval of Strategy and Action Plan (''the Plan'') of 19 December 2016 for the Software Industry on the 5 January 2017 edition of the Official Gazette.

Recognizing the significance of integrating elements that constitutes information society into economic and social parameters of community, the Plan envisages fulfillment of several goals, those including Industry 4.0, sustainable development of software industry and economy.

Specifically, the Plan aims to create a satisfactory legal and technical infrastructure in the field of software which is also supported by competent human resources. In this vein, the Plan ultimately targets to build an internationally competitive software sector in Turkey with participation of domestic and non-domestic actors.

More importantly, among four goals that the Plan states, making necessary legal and administrative regulations holds a vital position. In detail, subtopics include but not limited to making necessary amendments in the Law No:4734 on Public Procurement in order to provide incentives to Turkish software companies, preparing technical terms of reference for public procurements and identifying legal loopholes and shortfalls in cybercrime along with tackling them.

After all, in the following two years, it is highly anticipated that the Plan will give rise to a promising impetus to legal atmosphere that circles public procurement, criminal matters of cybercrimes along with other relevant areas of law.
