Doyle, former principal legal advisor for ICE, warns that the aggressive tactics under Border Patrol commander Gregory Bovino may not mark a radical departure, but rather reflect a longstanding reliance on profiling. Doyle, who led ICE's legal department during the Biden administration and issued guidance on prosecutorial discretion, cautions that even if stops are made on "dubious" grounds, there is "very little consequence ... for having done so."
