LOS ANGELES (November 5, 2025) – Matt Rosenbaum, a former senior counsel at the U.S. Department of Commerce for the Bureau of Industry and Security (BIS), has joined Holland & Knight's industry-leading International Trade Group as a partner in the Firm's Century City and Washington, D.C., offices.
Mr. Rosenbaum's addition to the International Trade Group follows that of Partners Stephanie Connor and Patrick Childress, who joined the Firm's Washington, D.C., office, as well as Partners Tahlia Townsend and Daniel Goren, who joined the Firm's Stamford, Connecticut, office, this year, and Partner Christopher Stagg, who joined Holland & Knight's Tysons, Virginia, office in December 2024.
In his role at the Commerce Department as senior counsel for BIS, Mr. Rosenbaum directed civil export controls enforcement for BIS's western regional offices and led major parallel investigations with the U.S. Department of Justice and U.S. Treasury Department's Office of Foreign Assets Control. He previously served as an Assistant U.S. Attorney in Los Angeles, where he prosecuted complex financial crimes and international cartels and led a wide range of sensitive cross-border investigations. He has also served as special advisor to the Under Secretary of the Treasury for Terrorism and Financial Intelligence and as senior deputy associate counsel in the White House. In addition to his government positions, Mr. Rosenbaum practiced at a multinational law firm, focusing on internal investigations and regulatory compliance related to sanctions and anti-money laundering.

Mr. Rosenbaum received a J.D. degree from Columbia Law School and a B.A. degree from the University of Pennsylvania. He served as a law clerk for the Honorable Thomas P. Griesa of the U.S. District Court for the Southern District of New York. He is admitted to practice in California, New York and the District of Columbia.
