The Christchurch City Council has set up a $10 million development contributions rebate scheme to encourage more building and development within the central city.
The Council has agreed to waive development payments on some qualifying residential projects within the Four Avenues; Moorhouse Avenue, Fitzgerald Avenue, Deans Avenue and Bealey Avenue.
As of July 2014, $3.1 million has been tentatively allocated, leaving $6.9 million. The scheme will expire on 30 June 2015 or whenever the fund runs out, whichever is first.
The Council will automatically assess whether resource consents and building consents for developments within the Four Avenues meet the initial policy criteria so developers do not need to directly apply for the rebate. It is then the responsibility of the developer to supply the Council with supporting information demonstrating that the development meets the remaining policy criteria.
The criteria are:
- Is inside the Four Avenues
- is a residential development or the residential component of a mixed-use development;
- will build at least one more dwelling than was on site before the 4 September 2010 Canterbury earthquake;
- has lodged a complete Resource Consent (or a building consent if a Resource Consent is not needed) with the Council on or after 1 July 2013;
- demonstrates good urban design; and
- is under construction on or before 30 June 2015.
