The Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry has by its notification S.O. 3146(E), dated September 15th 2020, amended the 'Toys (Quality Control) Order, 2020' ('Order'), by shifting its effective date from September 1st 2020 to January 1st 2020. Pursuant to this amendment the effective date of the Order, for the compliance with the BIS norms, shall be January 1st, 2021. The said amendment is made in consultation with the Bureau of Indian Standards (BIS), to protect the public interest.

According to the press release dated September 15th 2020, issued by the government of India, this decision was taken owing to difficulties arising due to the COVID-19 pandemic and to allow the domestic manufacturers four months of extra time to make necessary arrangements to comply with the standards.

Prior to the amendment, the effective date of the Order was September 1st 2020, which had created a havoc amongst various manufacturers and importers. Due to the limited period granted for compliance, various MSMEs and associations like 'All India Toys Federation (AITF)', had sought time from the Ministry to comply with the obligations stated in the Order. This amendment is a major relief for numerous toy manufacturers and importers.
