Starting from March 1, 2021, Taiwan will ease travel limitations on Non-Republic of China (R.O.C) nationals:
1. Non-R.O.C. nationals may enter Taiwan if they meet the following conditions:
a. Non-R.O.C. nationals (including foreign nationals, Hong Kong & Macau residents, people from Mainland China) with a valid Alien Resident Certificate (ARC) are permitted to enter Taiwan
b. Non-R.O.C. nationals without ARC: except for purposes of tourism & social visits, travelers must apply for entry visa & special entry permits at overseas TECO offices
c. Hong Kong & Macau residents, people from Mainland China:
i. People from Mainland China: people from Mainland China may enter Taiwan if they hold an ARC; for humanitarian reasons or emergency situations (such as attending a funeral or visiting a critically ill relative); when they are the spouse or the underage child
of an R.O.C. national or Non-R.O.C. national with valid ARC ; when they are students with approval from Ministry of Education; when they are healthcare professionals with approval from Ministry of Health & Welfare; or when they obtain permission under special programs.
ii. Hong Kong & Macau residents: Hong Kong and Macao residents may enter Taiwan if they hold an ARC; for humanitarian reasons or emergency situations (such as attending a funeral or visiting a critically ill relative); when they are the spouse or the underage child of an R.O.C. national; to fulfill contractual obligations; as part of internal transfers within multinational enterprises; when they are students with approval from Ministry of Education; when they are healthcare professionals with approval from Ministry of Health & Welfare; or when they obtain permission under special programs.
2. Taoyuan International Airport will resume its transit plans. Foreign travelers can stopover for up to eight hours in Taiwan if they are arriving and leaving with the same airline group, while special passenger flow routes in the airport would be assigned and monitored by airline staff members. Travelers are advised to check with their airlines regarding transit in Taiwan plans.
3. Foreigners who wish to enter or transit in Taiwan are still required to present a negative polymerase chain reaction (PCR) test result in English obtained within three days before their flight. In addition, arriving travelers must provide proof of the place of quarantine.
