Raúl Fernando Romero Fernández practices across a broad range of energy regulatory, transactional, corporate, tax, and public tender matters. Raúl has particular experience in a wide spectrum of hydrocarbons projects (upstream, midstream, and downstream) and power generation projects. During his career he has played a key role advising clients for E&P projects, as well as projects related to the transportation, storage, distribution and trading of natural gas, liquefied petroleum gas, refined products and petrochemicals, between Mexico and the United States of America. He successfully developed and negotiated the agreements for the First Operative Natural Gas SWAP in Mexico, as well as the customs strategy. Raúl developed and negotiated contracts for the first private ethane pipeline in Mexico.  He also had an outstanding participation in the negotiation and execution of the contractual scheme of all three phases of "Los Ramones" pipeline and the first private heavy naphtha splitter. He recently had an outstanding participation in the regulatory and legal strategy of the first private terminal of oil refined products in Mexico. Additionally, he has had a broad participation in the regulatory and contractual advisory for solar, wind and natural gas-fired power generation projects.
