Answer ... Yes. Under Article 87 of the Patent Law, where a patentee has committed acts that restrict competition, or unfair competition acts for which a judgment has been made by a court of law or a decision has been rendered by the Fair Trade Commission, an interested party may request the Taiwan IP Office to grant a compulsory licence to the patent at issue.
