Answer ... The Romanian Competition Council will continue to focus and prioritise its resources on key concentrated markets and use sectoral investigations as a gateway to targeted investigations. It is making clear efforts to recalibrate the admission of guilt procedure so that it can close investigations early and make best use of its resources. While this may achieve the desired results, it may make the fine reduction under the leniency rules a less viable option for undertakings. It is expected that the council will continue its increased use of dawn raids and focus more on forensic reviews of large volumes of data seized from undertakings.
