Background

The management of rainwater on buildings and its land is regulated under Regulation of the Minister of Public Works No. 11/PRT/M/2014 on The Management of Rainwater on Buildings and Its Land ("Permen PU No. 11/2014"). Permen PU No. 11/2014 is the implementing regulation of Article 42 of Government Regulation No. 36 Year 2005 on the Implementing Regulation of Law No. 28 of 2002 on Building, which requires for every building to be equipped with channeling rainwater as one of the requirements of the sanitary system.

Permen PU No. 11/2014 was issued to realize the management of rainwater on buildings and its land optimally so as to avoid damage to the community caused by the rainwater.

Implementation of the Management of Rainwater on Building and Its Land

The management of rainwater is conducted by paying attention to (i) general pattern of implementation of the management of rainwater on building and its land comprises the principles and benefits of the management of rainwater on building and its land; (ii) implementation instruments for the management of rainwater on building and of its land; and (iii) stages of implementation of the management of rainwater on building and its land.

The implementation instruments for the management of rainwater on building and its land consist of:

  1. information region characteristics associated with characteristics of land, topography, the water land and types of facilities management of rain water;
  2. an instrument on the new building comprising information of the city plan, building permit, and certificates of feasible function; and
  3. instrument on the existing building comprising the form examination of the implementation of the management, notification letters of the management rainwater and written statement of rainwater management.

The Endorsement of Mandatory Status of Rainwater Management on Building and Its Land

The regency/municipal government is authorized to set mandatory status of rainwater management on building and its land, namely:

  1. mandatory status of rainwater management percentile of 95, which is the lowest daily rainfall equal to or greater than 95% of existing rainfall; and
  2. mandatory status of rainwater management based on specific hydrological analysis.

Mandatory status of rainwater management for the building located within the area of Special Province of Jakarta is endorsed by the government of the Special Province of Jakarta.

Guidance and Public Role

Government, provincial government and regency/ municipal government are obliged to conduct development through the following activities:

  1. regulation;
  2. empowerment; and
  3. supervision

The development conducted to realize the system of management of rain water on building and their plot land in accordance with the procedures that have been determined, whether in terms of providing socialization, training or even provide the technology to support optimal management of rainwater.
