El proyecto de remodelación del frente marítimo portuario de santander ("proyecto santander smart bay master plan"), cuya planificación jurídico-urbanística fue realizada por el equipo de urbanismo de Pérez-Llorca, ha sido galardonado con el "premio ciudad y territorio Albert Serratosa 2018"

El Comité Técnico "Ciudades, Territorio y Cultura" del Colegio Oficial de Ingenieros de Caminos Canales y Puertos de Madrid, seleccionó seis magníficos proyectos de ordenación de ciudad, de alta calidad de diseño, gestión y aportación de soluciones urbanísticas en distintas zonas de España.

Finalmente, el pasado 23 de noviembre de 2018, se otorgó el Premio al "Proyecto Santander Smart Bay Master Plan" (que tuve el privilegio de dirigir en lo que respecta a la planificación y gestión jurídico-urbanística en nombre de Pérez-Llorca).

El resto del magnífico Equipo Redactor que desarrolló el Proyecto premiado, está formado por la Ingeniería ARUP, de la mano de Flavio Tejada. En la parte arquitectónica participó FOA (Foreign Office Architects), liderado por Alejandro Zaera Polo. La parte de análisis económico corrió a cargo de Jones Lang Lasalle (JLL), liderado por Jorge Sena. Por último, la faceta del paisajismo la dirigió Arquitectura/Agronomía, de la mano de Teresa GaliIzard.

El Proyecto, se inició en el año 2009 como un reto consistente en planificar algo más de 60 Has. de terreno y 5 Km. de fachada marítima, para lo que fue preciso lograr acuerdos con los siguientes actores: la Autoridad Portuaria de Santander (como organismo director del Puerto de Santander), el Ayuntamiento de Santander, el Gobierno Regional de Cantabria, la Dirección General de Puertos del Estado y el Ministerio de Fomento.

Durante los 25 años precedentes, se intentó en varias oportunidades lograr un consenso para llevar adelante diferentes ideas que lograsen modernizar el Frente Marítimo Portuario y mejorar la integración urbana del Puerto de Santander en la ciudad, pero resultó imposible por discrepancias entre las distintas sensibilidades políticas existentes en cada una de las Administraciones competentes.

Desde el Equipo Redactor del Master Plan, nos empeñamos en mostrar las bondades del Proyecto a todos los políticos implicados, para lo que ideamos un proceso innovador que nos permitió lograr una complejísima concertación interadministrativa.

Para ello, se constituyó un Equipo de Trabajo (transformado a posteriori en una Comisión de Seguimiento), en el que incluimos a representantes técnicos y jurídicos de todas las Administraciones implicadas, y tras recibir y aportar ideas de gestión, diseño y planificación, resultó posible la suscripción de diversos documentos de alcance jurídico urbanístico, donde se formalizaron acuerdos interadministrativos consecutivos con una colaboración multilateral real: Protocolo General de Intenciones, Convenio de colaboración y el futuro Consorcio).

En el Protocolo se recogió la aplicación de las medidas jurídico-urbanísticas pertinentes que estarían apoyadas en un diseño y un desarrollo arquitectónico sostenible, para coadyuvar a respetar y mejorar las condiciones medioambientales y paisajísticas existentes en el Frente Marítimo-Portuario, con el objetivo de crear las condiciones para que se tenga esta zona de la ciudad de Santander como un referente internacional en criterios de sostenibilidad y planificación urbanística.

Una de las principales características del Proyecto es que se planteó como objetivo, que la operación fuera "cerrada en sí misma", desde el punto de vista de la financiación, para lo que se deberían reinvertir los recursos generados para el completo desarrollo de la operación global, contemplando por otra parte la posibilidad de obtener otras vías de financiación complementarias, como por ejemplo la inclusión de inversores privados en el Consorcio Urbanístico para el desarrollo del Proyecto. La inversión total planificada en el Plan Maestro asciende a 570 millones de Euros.

Físicamente, la Remodelación del Frente Marítimo-Portuario de Santander, comenzó peatonalizando el Paseo de Pereda con soterramiento del tráfico en esa zona, generando un ámbito excepcionalmente atractivo paseo frente al mar, donde se ha construido la sede de la Fundación Botín (edificio diseñado por el Arquitecto Renzo Piano, que alberga, que vuela en parte sobre la lámina de agua de la Bahía, lo que le aporta originalidad).

Siguiendo con la remodelación planificada, en el verano de 2014, la Bahía de Santander albergó la más importante competición mundial de vela ligera y otros deportes náuticos: el Campeonato del Mundo de Vela ISAF 2014. Se amplió el Centro Español de Alto Rendimiento (CEAR) Príncipe Felipe, recuperando una zona obsoleta mediante la eliminación de unos tinglados en desuso, y su sustitución por un moderno edificio para almacenar las embarcaciones en su interior, con un atrevido diseño cuya cubierta es una grada (en la parte que da al mar y la Bahía) para acomodar al público, y una plaza cubierta de césped (en la parte de la cubierta al interior de la zona portuaria).

En este tipo de proyectos en los que se afronta la ordenación de una parte muy compleja de la ciudad es cuando más claramente se aprecia que el Urbanismo es una ciencia "multidisciplinar" que permite colaborar juntos a distintos profesionales aportando soluciones que resuelven los problemas y las necesidades de las ciudades desde distintos puntos de vista, conjugando diferentes prismas y modos de afrontar una misma situación logrando de esa forma un resultado muy enriquecedor para la mejora de las ciudades y los territorios.
