The SEC named Emily Westerberg Russell as the new Chief Counsel of the Division of Trading and Markets (the "Division"). Ms. Russell was responsible for developing key components of the recently adopted Retail Best Interest rulemaking package, and for leading the drafting of Regulation Best Interest.

Ms. Russell has served in the Division's Office of Chief Counsel for the past decade, and as a Senior Special Counsel in the Office of Sales Practices since 2011. Prior to joining the SEC in 2009, Ms. Russell worked for Wilmer Cutler Pickering Hale and Dorr LLP in the Financial Institutions Group.
