OFAC sanctioned one current and one former official of the Venezuelan government for their connection to the Maduro regime.

Pursuant to Executive Order 13692, OFAC designated Venezuelan Minister of Foreign Affairs Jorge Alberto Arreaza Montserrat and Judge Carol Bealexis Padilla de Arretureta. Treasury Secretary Steven T. Mnuchin stated that "Treasury will continue to target corrupt Maduro insiders, including those tasked with conducting diplomacy and carrying out justice on behalf of this illegitimate regime." The designations make all dealings by U.S. persons with any property or interests in property of these individuals generally prohibited.

OFAC stipulated that, under Executive Order 13692 or 13850, sanctions may be lifted against persons if they:

  1. work to restore democratic order;
  2. refuse to participate in human rights abuses;
  3. oppose abuses carried out by the Maduro regime; and
  4. fight against corruption in Venezuela.
