The U.S. Department of the Treasury Office of Foreign Assets Control extended the expiration date by issuing revised general licenses under the Ukraine-related sanctions regulations.

General License 13E, which replaces General License 13D, authorizes certain transactions necessary to divest or transfer debt, equity or other holdings in certain blocked persons as they relate to EN+ Group PLC, GAZ Group and United Company RUSAL PLC. Transactions authorized by this General License involving EN+ Group PLC or United Company RUSAL PLC (or entities in which those persons own a 50 percent or greater interest), the expiration date is 12:01 a.m. Eastern Standard Time on December 12, 2018. As it applies to GAZ Group, or entities in which GAZ Group owns (directly or indirectly) a 50 percent or greater interest, the expiration date of General License 13D remains at 12:01 a.m. Eastern Standard Time on October 23, 2018.

General License 14B, which replaces General License 14A, authorizes certain activities necessary to the maintenance or wind-down of operations or existing contracts with United Company RUSAL PLC. Covered transactions and activities otherwise prohibited by the Ukraine-related sanctions regulations involving any other entity in which United Company RUSAL PLC owns (directly or indirectly) a 50 percent or greater interest are authorized through 12:01 a.m. Eastern Standard Time on December 12, 2018.

General License 16B, which replaces General License 16A, authorizes certain activities necessary to the maintenance or wind-down of operations with EN+ Group PLC or JSC EuroSibEnergo. Activities that were in effect prior to April 6, 2018 are authorized through 12:01 a.m. Eastern Standard Time on December 12, 2018.

Covered activities are authorized through 12:01 a.m. Eastern Standard Time on December 12, 2018.
