Berks County has requested that Otis Elevator Co. returns a specific tool used to service the elevators after issues regarding maintenance resulted in a termination of service between the two parties. With elevator malfunctions in the courthouse and services center, the county had concerns with the safety of those in the building and the inability for local residents to reach public services provided at the locations.

According to Williams, the county was satisfied with the results of the case and added that the decision will allow the county to continue fulfilling its obligation of offering "absolutely essential" social services.
