The OIG's latest Semiannual Report to Congress describes significant investigative and enforcement activities relating to HHS programs and operations during the first half of FY 2015 (October 1, 2014 – March 31, 2015). The OIG reports expected recoveries of more than $1.8 billion during this period, consisting of nearly $544.7 million in audit receivables and about $1.26 billion in investigative receivables. The OIG points out that self-disclosure cases resulted in over $19.5 million in HHS receivables during this period. The OIG also reports 486 criminal actions against individuals and entities that engaged in crimes against HHS programs and 326 civil actions, including false claims and unjust-enrichment lawsuits filed in federal district court, civil monetary penalties settlements, and administrative recoveries related to provider self-disclosure matters. In addition, the OIG excluded 1,735 individuals and entities from participation in federal health care programs during this period. The report provides examples of OIG enforcement actions, including Medicare Strike Force activities and provider settlements. The report also notes major reports issued by the OIG during the period, particularly those focusing on ACA implementation, Medicare and Medicaid payment policies, and quality of care for beneficiaries.
