Noted privacy attorney Scott L. Vernick said that because the federal intelligence agencies are so opaque, it's impossible to gauge the effectiveness of the government's privacy protections.
"The difficult thing is that we just don't know because there's so little transparency," Vernick said. "There aren't good checks and balances."
