Jeffrey Sultanik, chief negotiator for the West Chester Area School District, said he finds himself in an unprecedented position following the rejection of the district's latest proposal by the teachers union.
"I've never experienced anything like this, and frankly we don't know what to do," Sultanik said.
When the union and school board left the bargaining table after arranging a tentative agreement, Sultanik said he and the union's negotiation team were clear they would recommend its approval.
The school board approved it, but the teachers rejected it with 86 percent of their vote.
Union President Debbie Fell said she received a letter from the board's negotiation team indicating the board was not interested in additional bargaining sessions. Sultanik, however, said this is not out of lack of willingness to schedule meetings, but rather he and the board members don't know what to address.
Fell said the union sent out surveys Wednesday to its members asking for feedback on what is important to them. Should the union not act quickly in gathering input, Sultanik said he is concerned negotiations will go on for a long time.
