I. November 29, 2012 - Mississippi Certificate of Need Meeting

During the November Certificate of Need meeting, Dr. Mary Currier, State Health Officer, concurred with the Health Policy & Planning staff analyses and approved the following applications for Certificate of Need:

The next Certificate of Need monthly meeting will be held on December 27, 2012, at 11:00 a.m.

II. 2013 State Health Plan Approved

On December 3, upon receiving Governor Phil Bryant's letter of approval, the proposed Fiscal Year 2013 Mississippi State Health Plan went into effect, superseding the FY 2012 Plan. The Health Plan is promulgated by the State Department of Health and establishes criteria for health-related activities requiring Certificate of Need review.

Changes from the FY 2012 Plan include:

  • Rural hospitals (those located outside U.S. Census Bureau Metropolitan Statistical Areas with 75 or fewer beds) applying for a CON to offer MRI services must demonstrate that a minimum of 1,700 procedures will be performed per year. That procedure volume is to be attained by the end of the second year of operation. Other hospitals still must demonstrate that 2,700 procedures will be performed per year by the end of the second year.
  • Qualifying applicants for a CON to perform percutaneous coronary interventions, a type of therapeutic cardiac catheterization, need not have on-site open-heart surgery capability. This is a specific exception to the former rule that CONs for therapeutic cardiac catheterization would not be granted to applicants without on-site open-heart surgery capability. Whether an applicant qualifies for this exception depends on the applicant's procedure volume, experience and emergency transfer capability.
  • A 30-station end stage renal disease (ESRD) facility applying to establish a 10-station satellite facility within five miles of the existing facility need not obtain the written support of other existing ESRD facilities within 30 miles of the proposed satellite facility. Formerly, an applicant would have to obtain such written approval from other facilities within a 30-mile radius unless the proposed satellite facility was within three miles of the existing facility.
  • ESRD facilities applying to establish satellite facilities need to demonstrate only a 60% minimum annual utilization rate for the prior year, rather than a 65% rate, as was formerly required.
