Vinson & Elkins scooped most HIPAA publications by announcing on November 4, 2002 that Tommy Thompson, Secretary of the Department of Health and Human Services, had notified CMS staff that the projected date of publication in the Federal Register for the final HIPAA Security Rule and the final Rule on the Addendum to the HIPAA Transactions and Code Sets was expected to be December 27, 2002. V&E sent the notice to the members of our HIPAA Consortium, a group of clients who share pro rata the costs of learning to comply with HIPAA requirements and have access to the V&E HIPAA Extranet site that houses over 500 documents and a Policy and Procedures Manual prepared by V&E's HIPAA Task Force.
