Progress towards implementation of the £1.13 billion Glasgow and Clyde Valley City Deal seems to be gaining momentum this week with the appearance, on the Public Contracts Scotland website, of an advert by Renfrewshire Council, one of the participating local authorities* for services connected with the Glasgow Airport Investment Area project - Lead Consultancy (Multi Disciplinary Services, Roads & Bridges).
The Glasgow and Clyde Valley City Deal is the largest in the UK** and was the first in Scotland to secure that status last year. It will see investment in major infrastructure projects over a twenty year period by both the UK and Scottish Governments of £500M each, together with a further £130m coming from the participating local authorities.
We understand that local authorities involved in the Glasgow and Clyde Valley deal have committed to adopting a single "infrastructure assurance framework", similar to that adopted for managing the development of infrastructure for the 2014 Commonwealth Games, in an effort to ensure that projects deliver value for money and are underpinned by a robust business case.
Funds will be released in annual instalments over the period subject to progression through a process of formal "Gateway reviews" conducted every five years by which a certain criteria, including the demonstration of delivery track record and value for money, must be satisfied in order to unlock access to the next tranche of funding.
The deal is also expected to generate private sector investment of around £3.3billion over the same twenty year period and to create some 28,000 jobs, 15,000 of which are anticipated during the construction phase and in the construction sector.
The focus of the infrastructure spend in Glasgow and Clyde Valley will be on improved transport networks, the unlocking key of development and regeneration sites and improvement of public transport.
