Recent Development

The Turkish Medicines and Medical Devices Agency ("TİTCK") announced that it is currently working on an amendment to the Cosmetics Regulation ("Regulation"). The amendment adds new substances to Annexes II, III, V and VI of the Cosmetics Regulation for harmonization with the EU Regulations 2018/1847, 2019/680, 2019/681 and 2019/698, all of which amended the EU's Cosmetic Regulation (1223/2009).

What's New?

Substances that cosmetics products cannot contain are listed in Annex III; substances that cosmetics products can contain under certain conditions are listed in Annex III; substances that cosmetics products are permitted to contain are listed in Annex IV; and UV filters permitted for use within cosmetics products are listed in Annex VI.

The amendment provides that hair dyes, eyebrow tints and eyelash rollers containing sulphate and dihydrochloride salts cannot be released into the market after November 22, 2019. Cosmetics containing any of the new substances added to Annex III and Annex V in the quantities prohibited under the respective annexes cannot be released into the market after November 27, 2019 and these products cannot be kept in the market after February 27, 2020.
