In Turkey, the authority to initiate dumping or subsidy examinations, upon complaint or, where necessary, ex officio, is given to the Ministry of Economy ("Ministry"). Within the scope of this authority, the Ministry announces its decisions with the communiqués published on the Official Gazette.

During the third quarter of 2017, the Ministry has initiated two final review investigations and an interim review investigation, announced its decisions upon termination of an anti-dumping investigation as well as an investigation for the termination of current dumping measures, while announcing the ongoing anti-dumping measures that will expire in the first half of 2018.

Below is a bullet-point summary of the status of the anti-dumping cases initiated or revised during the third quarter of 2017:

  • Communiqué No. 2017/15 dated July 5th, 2017, concerning granites originating from People's Republic of China: The Ministry initiated a final review investigation against the current dumping measures on imports of "granites 6802.23 and 6802.93 CN Codes" originating from People's Republic of China.
  • Communiqué No. 2017/16 dated July 5th, 2017, concerning plywood originating from People's Republic of China: The Ministry initiated a final review investigation against the current dumping measures on imports of "plywood 4412.10, 4412.31, 4412.33, 4412.34 and 4412.39  CN Codes" originating from People's Republic of China.
  • Communiqué No. 2017/17 dated July 12th, 2017, concerning polyesters, other (straight from polysters yarns) originating from People's Republic of China, India and Malaysia: The Ministry announced its decision for the execution of the duty as a result of the interim review investigation against the current dumping measures on imports of "polyesters, other (straight from polyesters yarns) 5402.47  CN Code" originating from People's Republic of China, India and Malaysia. The Ministry amended the duty for China and maintained the duty for India and Malaysia as is.
  • Communiqué No. 2017/18 dated July 12th, 2017, concerning concrete pumps and concrete pumping vehicles originating from People's Republic of China and Republic of Korea: The Ministry announced its decision upon the completion of the anti-dumping investigation on "concrete pumps and concrete pumping vehicles 8413.40.00.00.00 and 8705.90.30.00.00 CN Codes" originating from Republic of China and Republic of Korea.  In this respect, the Ministry decided to apply an anti-dumping duty on imports of concrete pumps and concrete pumping vehicles originating from People's Republic of China and Republic of Korea, in rates ranging from 5.10 % to 12.27 %.
  • Communiqué No. 2017/19 dated July 11th 2017, concerning various products originating from Vietnam, India, Chinese Taipei and People's Republic of China: The Ministry announced the ongoing anti-dumping measures that will expire in the first half of 2018. According to this Communiqué, if a final review investigation is not initiated, the following measures will expire as of the first half of 2018: (i) imports of products with "4010.32.00.00.00, 4010.34.00.00.00  and 4010.39.00.00.00 CN Codes" originating from Vietnam, India and People's Republic of China, (ii) imports of products with "7306.40.20.90.00, 7306.40.80.90.00 and 7306.61.10.00.00 CN Codes" originating from Chinese Taipei and People's Republic of China, (iii) imports of products with "6902.10.00.10.11, 6902.10.00.10.12, 6902.10.00.10.13 and 6815.91 CN Codes" originating from People's Republic of China, (iv) imports of products with "5513, 5514, 5515 and 5516 CN Codes" originating from People's Republic of China.
  • Communiqué No. 2017/20 dated August 4th, 2017, concerning polyester partially oriented yarn originating from People's Republic Of China, India, Malaysia, Indonesia, Chinese Taipei, Thailand and Vietnam: Within the scope of the investigation regarding neutralizing the effect of current dumping measures on imports of "yarn partially oriented from polyester" originating from People's Republic Of China, Republic of India, Malaysia, Republic of Indonesia, Chinese Taipei, Kingdom of Thailand and Socialist Republic of Vietnam, the Ministry has decided to apply the following provisional measures in the form of security.
