The Turkish Parliament has ratified the Additional Protocol to the Convention on the Contract for the International Carriage of Goods by Road ("CMR") concerning the Electronic Consignment Note ("the Additional Protocol") on 7 March 2017.

Turkey has been a party to the CMR, a United Nations Convention since 1993. The Additional Protocol was added to the CMR Convention in February 2008, rendering possible the use of electronic consignment notes ("e-CMR"). The protocol entered into force on 5 June 2011. Turkey is the 15th country to ratify the Additional Protocol, following Belgium, Bulgaria, the Czech Republic, Denmark, Estonia, Finland, France, Latvia, Lithuania, Netherlands, Norway, Slovakia, Spain, Sweden and Switzerland.

The development of the e-CMR is part of a strategy aimed at the full digitalisation of transport operations and constitutes the first step towards its achievement. It brings along many benefits such as the reduction of administrative costs through the removal of paperwork, strengthened transparency through the maximization of data accuracy and improved efficiency through easier control and monitoring of the shipment.
