The Regulations amending the Public Procurement Application Regulations and the Communiqué amending the Public Procurement General Communiqué entered into force with the publication of the Official Gazette dated 29.11.2016 and numbered 29903. The regulations affected by these amendments are the Tender Application Regulations on Framework Agreements, Consultancy Service Purchase, Electronic Procurement, Service Purchase, Goods Purchase and Construction Works.

Before the publication of these amendments, it was possible to put out a tender in which the tenderers could submit their bids in a foreign currency. However, with these amendments, Turkish Lira is required to be used in all tenders that are within the scope of the Public Procurement Law No. 4734. This means that the tenderers shall submit their prices indicating their tenders and the total amounts thereof in Turkish Lira. Moreover, the payments shall be made in Turkish Lira to the tenderer who is awarded the contract. With these changes, there will no longer be any public tender in which the tenderers have the opportunity to submit their tender in another currency.

The tenders for which the bids have been received on or before the date of publication of these amendments shall be concluded in accordance with the provisions that were in effect on the date they were announced.
