Anti-Dumping Duty on Refillable Pocket Lighters Will Continue Without Amendment

The Import General Directorate of the Ministry initiated an expiry revision investigation upon receiving an application from domestic producers. The Import General Directorate decided to continue existing definitive measures, without making any amendments.

Accordingly, definitive measures will continue to apply to "refillable pocket lighters" classified under tariff code 9613.20.00.00.19, imported from The Republic of China. The measure entered into effect on publication in Official Gazette number 29873 on 30 October 2016.

Dumping Investigation Launched Into Non-Bleached Kraftliner Papers Under 175 Gram per Square Meter

OYKA Kâğıt Ambalaj Sanayi ve Ticaret Anonim Şirketi requested a dumping investigation be initiated into "non-bleached kraftliner papers which are not exceeding 175 gram per square meter", imported from Finland, Russia, Poland and Brazil, classified under tariff code no 4804.11.11.10.00, 4804.11.15.10.00 and 4804.11.90.10.00.

Accordingly, an investigation has been initiated by the Communiqué on Unfair Competition Prevention in Imports numbered 2016/46, published in Official Gazette number 29873 on 30 October 2016 ("Communiqué").

Parties which are sent a notification will be allowed 37 days from the date the notification was sent to respond (including the mailing period). For parties which are not sent a notification (or to whom the notification is not delivered), the 37 day period will run from the date the relevant Communiqué was published.

Investigation Into Stainless Steel Flat-Rolled Goods Completed Without Safeguard Measures

A dumping investigation was initiated upon receiving an application by Posco Assan TST Çelik San. A.Ş., a local manufacturer's representative, under the Communiqué on Unfair Competition Prevention in Imports number 2015/38, published in Official Gazette number 29453 on 22 August 2015, in relation to "Flat-Rolled Goods Made Up of Stainless Steel" from the People's Republic Of China and Taiwan.

The local manufacturer subsequently withdrew the application, so the investigation was completed without imposing safeguard measures. The investigation result was announced under the Communiqué on Safeguard Measures in Imports number 2016/47, published in Official Gazette number 29873 on 30 October 2016.

Anti-Dumping Duty Will Continue For Imports of Textiles, Polyurethane Impregnated, Plated, Coated or Laminated-Leather Imitation/Others (PU Artificial Leather)

The Import General Directorate of Ministry initiated an expiry revision investigation, upon receiving an application by Depar Deri (supported by Flokser and Doğuş Suni Deri). The Import General Directorate resolved to continue existing definitive measures.

Existing definitive measures apply to textiles, polyurethane impregnated, plated, coated or laminated-leather imitation/others (PU Artificial Leather) imported from the People's Republic of China, classified under tariff codes:

Existing definitive measures apply to zippers fitted with chain scoops in the base metal or others imported from the People's Republic of China, classified under tariff codes 9607.11 and 9607.19. The measure entered into effect by being published in Official Gazette number 28976 on 2 November 2016.

"Sonha International Corporation" Clause Amended to "Sonha SSP Vietnam Sole Member Company Limited"

The "Sonha International Corporation" clause in Article 10 of the Communiqué on the Prevention of Unfair Competition in Imports numbered 2016/6 has been amended by the Communiqué on Change of the Communiqué on Unfair Competition Prevention in Imports number 2016/6 to now be "Sonha SSP Vietnam Sole Member Company Limited".

The Communiqué was published in Official Gazette number 29890 on 16 November 2016 and entered into effect on that day.

Investigation Launched Into Imports of Fixed Hangers, Hat stands, Brackets, Similar Items; Equipment Made of Other Base Metals For Other Furniture; and Other Hinges

NBA Consultancy firm (acting as corporate consultant to Samet Kalıp ve Madeni Eşya San.ve Tic. A.Ş. and the Furniture Accessories Manufacturers Association) requested an investigation be initiated into fixed hangers, hat stands, brackets, similar items under tariff code 8302.50.00.00.00, equipment made of other base metals for other furniture under tariff code 8302.42.90.00.00 and other hinges under tariff code 8302.10.90.00.00 which are imported from the People's Republic of China, Indonesia, Malesia and Chinese Taiwan. The request was made on the grounds that the anti-dumping measures have been disabled by origin diversion to Spain, Italy, Greece and Thailand.

Accordingly, an investigation has been initiated under the Communiqué on Unfair Competition Prevention in Imports numbered 2016/52, published in Official Gazette number 29891 on 17 November 2016.

Parties which are sent a notification will be allowed 37 days from the date the notification was sent to respond (including the mailing period). For parties which are not sent a notification (or to whom the notification is not delivered), the 37 day period will run from the date the relevant Communiqué was published.

Dumping Investigation Launched Into Terephthalic Acid's Other Esters

Ela Kimyevi Maddeler Sanayi ve Ticaret A.Ş., Meltem Kimya ve Tekstil Sanayi İthalat İhracat ve Ticaret A.Ş. and Plastay Kimya San. ve Tic. A.Ş. requested a dumping investigation be initiated into "terephthalic acid's other esters", imported from the Korean Republic and classified under tariff code 2917.39.95.90.12. The request was made on the grounds that the goods are dumped.

Accordingly, an investigation has been initiated under the Communiqué on Unfair Competition Prevention in Imports numbered 2016/50, published in Official Gazette number 29897 on 23 November 2016.

The Import General Directorate of the Ministry of the Economy initiated a dumping investigation upon receiving an application from Korteks A.Ş, supported by SASA A.Ş, Polyteks A.Ş. and Sifaş A.Ş. with the Communiqué on Unfair Competition Prevention in Imports numbered 2016/40 (Communiqué). The Import General Directorate decided to impose definitive measure on imports of texturized thread from polyester from Thailand and Vietnam, classified under the tariff code no. 5402.23. The measure entered into effect by being published in Official Gazette number 29886 on 12 November 2016.
