The Stock Exchanges Control Act (SECA) sets the framework for what the JSE can and cannot do. It allows the JSE to make its own rules subject to the approval of the Registrar of Stock Exchanges. The Registrar's main function is to protect the public interest and his appointment is made by the Financial Services Board.
