As of 1 September 1996, VAT will be levied on imports from the Ukraine. It has been unofficially reported, however, that this measure has been temporarily suspended until 1 October 1996.

ABOLISHMENT OF TAXES
As of 1 January 1997 all taxes which were introduced by the authorities of the Federation subjects (republic, krayi, oblast, cities of Moscow and St. Petersburg) not in accordance with the Law on the Fundamentals of the Tax System in the Russian Federation have to be abolished. Authorities of a lower level (cities, districts) are advised to undertake the same measure.

MEETING BUDGET TARGETS/ ABOLISHMENT OF PREVIOUS DECISIONS
In order to finance the most important budget programmes the President of the RF has abolished a list of previous Presidential and Governmental decisions on supporting particular industries of economy and enterprises. These abolished decisions have contained some tax benefits among other methods of support.

ADVERTISING AND OTHER TAXES: SPONSORSHIP TARGETED
The Moscow Tax Office in its letter rules that sponsor's contributions used to promote sponsor's products or services or the sponsor should be included in the taxable base for the purpose of advertising tax paid by the sponsor. The organisation receiving money is required to make amendments to their calculations of taxes (e.g., road users tax, VAT, profits etc.). The new requirement relates to transactions which have taken place after 25 July 1995; deadline for submission of return is 1 October 1996. No penalties and interest will be charged if the deadline is met.

Every barter agreement with a foreign partner must now contain some mandatory information. An instruction will be drafted to issue a barter passport (similar to the import passport) for each barter agreement to confirm that import has actually taken place and that the value of the import is in proportion with the value of the exported items. Barter agreements under which the obligation to contribute or the right to receive goods or services is deferred for more than 180 days will require a document from the Ministry of Foreign Economic Affairs with the conclusion regarding circumstances which caused the delay.
