Superintendent of Insurance, Steve Butterworth, brings considerable insider as well as outsider experience to the regulation of the Island's insurance industry - plus highly relevant academic qualifications: Chartered Accountant; Associate of the Chartered Institute of Taxation; Certified Fraud Examiner. He has been systems consultant to an insurance brokerage, managed captives and other companies in the Cayman Islands and was an insurance group director in the Seychelles. Before his Guernsey appointment in 1986 he spent four years as a supervisor in the Cayman Islands.

On the international scene, Steve is founder chairman of the Offshore Group of Insurance Supervisors and is on the Executive Committee, International Association of Insurance Supervisors, chairing its Education Committee.

He is a frequent speaker at international conferences specialising in insurance fraud avoidance, offshore captives and regulation.
