Its content can be reduced to a common denominator: Public procurement law remains applicable. It offers enough leeway for rapid contract awards above and below the thresholds.

Time limits may be reduced to 0 days

In practical terms, this means that direct awards without competition are permissible if urgently required due to corona. Deadlines may be reduced to 0 days. In cases where requests for proposals would take too long, no comparative offers need to be obtained.

Extend existing contracts

Existing contracts may also be extended without procedure if the need arises now at short notice.
